The average middle-class taxpayer must scrape and save to afford a luxury such as a computer tablet, and now the Department of Corrections and Community Supervision (DOCCS) is allowing them to be given out like candy to hardened criminals.
“If it’s this easy to encourage vendors to provide free tablets to inmates, why aren’t they being provided to our students in disadvantaged school districts or to libraries across the state as a community resource? I suppose crime does pay, especially if you live in New York.”

Aside from it a slap in the face to all of us; and especially the working poor, they may be used for viewing porn movies. New York State Prisons, including Max Facilities such as Attica, allow full contact, and conjugal visits. This is how drugs are smuggled and other contraband in. Many people have the mistaken idea that inmates are separated from their visits by a thick glass partition and must talk to loved one and friends on a telephone. Mini micro USB flash drives for tablets can be easily smuggled in undetected.
I think Steve raises a good
I think Steve raises a good point about making it a priority to put technology in the hands of those more financially constrained but not in jail rather than inmates.
I'm not sure how much to worry about unintended negative consequences based on what I read in the following link, however.

Many people are unaware of the great lengths that go into smuggling contraband into a prison, including the body cavities of infants, Howard, and I’ve seen it. You would be amazed what a woman can fit inside her body.
