GCEDC courting 'mega' company for STAMP site; county Ways & Means considers cyber insurance

The leader of the Genesee County Economic Development Center said he is attempting to persuade a company “five times the size of 1366 Technologies” to put its stake in the WNY Science, Technology and Advanced Manufacturing Park in the Town of Alabama.

“We’ve had five site visits” (with the company),” said Steve Hyde, GCEDC president and chief executive office, this afternoon at the Genesee County Legislature’s Ways & Means Committee meeting, later adding that the business is “five times the size of 1366 as far as investment and jobs go.”

“We will either be the bridesmaid or bride in this deal, and (if the latter) it would change the face of the community,” Hyde said, invoking a nondisclosure agreement. “While 1366 was a start-up, this company is very solid.”

Hyde and GCEDC Board Chairman Paul Battaglia said they were disappointed by the decision of 1366 Technologies, which manufactures solar wafers, to pull out of STAMP – a 1,250-acre, shovel-ready nanotechnologies site developed by the GCEDC.

“It took two years for the announcement that 1366 would be coming and another two years for them to pull the plug on that project,” Battaglia said after Hyde and CFO Lezlie Farrell gave the committee a quick overview of the GCEDC’s financial picture. “It takes a lot of work and effort with no guarantee that we will be successful.”

Hyde said that “fiscal pressures” in the form of decreased funding and a greater workload are “part of the challenges that are hard to overcome.” However, he said he is confident that a deal is in the near future.

“It’s just a matter of when, not if,” he said.

The GCEDC will be coordinating four projects at the STAMP site in the coming months in an effort to achieve what he called the “big house blueprint – big water, big sewer and big electric.”

GCEDC officials reported that the 2018 budget shows $26.9 million in revenue against $27.3 million in expenses, with $1.4 million budgeted for operations and $25.6 million for WNY Stamp.

Hyde said that the shortfall would be covered by annuity streams generated by HP Hood, which has moved into the former Muller Quaker yogurt plant on East Main Street Road.

He bemoaned the fact that financial backing from Genesee County has decreased by 31 percent since 2008 (currently at $193,513 annually) since the agency’s only two sources of funding are project revenues/origination fees and county support.

“The challenge is that we have is that we’ve been in an environment where the body of work has illuminated. The work activity, business development and sales, and workforce development – notably in food, beverage and agriculture – have more than doubled,” he said.

Hyde reported that in 2017, the GCEDC steered 16 projects that resulted in $240 million in pledged capital investment and 288 pledged job creation. Eight of those projects, generating $231 in capital investment, were in the food and beverage/agri-business sector.

For 2018, a key stated GCEDC goal is to secure additional investment to implement STAMP Phase II site and infrastructure development to help make the site globally competitive by better aligning infrastructure readiness timelines with market needs (market-ready/shovel-ready).

In an another development, the Ways & Means Committee engaged in a discussion with Lawley Insurance executives Reggie Dejean and Suzie Ott and County Information Technology Director Steve Zimmer about cyber liability insurance.

Cyber insurance has emerged as a result of increased activity by hackers or other criminals who gain access to a firm’s electronic network. Most notably, but not exclusively, it covers a business' liability for a data breach in which personal and/or confidential information, such as Social Security or credit card numbers, is exposed or stolen.

Zimmer said he didn’t think Genesee County has enough protection in this area.

“Cyber liability insurance would give us the financial resources to bring experts in,” he said, adding that he projected that if all data was lost at the Mental Health department, for example, it would cost up to $3.8 million to rectify the situation.

Currently, he said there are in excess of 700 users -- including volunteer fire department personnel -- on the county’s computer network, which presents the risk of someone opening an infected e-mail or attachment.

Dejean said cyber policies offered by Lawley have limits of $1 million, $2 million or $5 million, and cover data & network liability/third-party liability, web and print content liability, regulatory defense and penalties, cyber extortion (ransomware) and business interruption (loss of income). They also offer the ability to notify up to 250,000 people of a breach.

The committee made no commitment, but did get the figures -- annual premiums of: $21,663 for a $1 million policy; $27,078 for a $2 million policy; $36,061 for a $5 million policy with $100,000 deductible; and $32,818 for a $5 million policy with a $250,000 deductible.

When asked where the money would come from to pay the premium, County Manager Jay Gsell said initially it would come from the county’s self-insurance fund, “but going forward (if people are identified as causing problems) there could be some changes to financing the risk.”

Gsell, responding to a question about how to educate computer users, said he was in favor of formulating a policy, starting with the E-911 board to communicate the responsibilities associated with information technology.

“The education piece has to start sometime soon,” said Ways & Means Chair Marianne Clattenburg.

-- The committee also endorsed a resolution proposing a local law designating the opioid epidemic and its impact on Genesee County a "public nuisance" and to set a course to recover costs incurred by the county in providing related services.

The resolution, in part, states that "as a result of the opioid epidemic, costs related to healthcare, family and social services, criminal justice, addiction and rehabilitation, and many other areas have significantly increased. Many of these costs are paid by the County. The purpose and intent of this Local Law is to allow the County to recover these costs ... whenever practicable, from the responsible party."

A public hearing on the matter is scheduled for 5:30 p.m. March 28 at the Old County Courthouse.

BDC backs EDEN vegan restaurant for freshLAB downtown site

Update -- 5:50 p.m. with Judy Hysek's comments

The Batavia Development Corporation Board of Directors this morning approved a $30,000 grant/loan package for Judy Hysek’s EDEN vegan restaurant, the second start-up business at freshLAB in the former JJ Newberry building on Main Street in downtown Batavia.

“Judy’s very distinctly different concept, complete business plan, unwavering pledge to regional ingredient sourcing and commitment to start a restaurant earned her the freshLAB opportunity,” BDC Executive Director Julie Pacatte said.

The restaurant will be situated with Eli Fish Brewing Company, which was the first start-up as the anchor tenant.

The announcement was welcome news to Hysek, who went through a six-month process – starting with the first-ever freshLAB Foodie Challenge in September and followed by a five-month restaurant ownership Boot Camp taught by a variety of respected industry representatives.

“Julie had left me a voicemail saying I was selected and I think I started shaking a little when I was listening to it,” said Hysek, who noted that her husband, Chris, and she have been wanting to start something of their own for the past three or four years. “I’m honestly very honored to have been selected as all of the other contestants are very talented and hard-working.”

BDC officials will be approving a third business for the space, with an anticipated announcement in the coming weeks and opening expected in May.

Pacatte said that dozens of community volunteers participated throughout the process, which also involved more tastings, menu critiques and business plan evaluations.

“A local selection committee reviewed freshLAB expectations along with all related experiences, scoring, feedback and business plan presentations to determine that Judy’s EDEN vegan restaurant was a great fit for our freshLAB restaurant incubator,” she said.

Hysek said that she had been running a small nonprofit gift shop in Rochester for a few years and when they moved back to Batavia, they wanted to do something here.

“We took a small business class at GCC and met Barb Shine last year. She mentioned the freshLab back then and we thought it might be a possibility,” she said.

“Then a few months later we took a tour of the Harvester building and met Julie Pacatte, who also encouraged us to look into the Foodie Challenge for the freshLab space. So we gave it a shot, received some really great feedback and a ton of encouragement and support, and here we are.”

Hysek said the menu features “Not Dogs” made from marinated and grilled carrots that take on the taste of their toppings.

“It’s a much lighter alternative to a regular hot dog and these don’t leave you feeling bogged down,” she said. “My favorite toppings are spicy brown mustard and carmelized onions, but we’ll have a lot of other toppings for customers to choose from as well.”

She said other choices include “great tasting bar food” such as poutine, cauliflower wings and nachos, as well as house-made cheeses, weekly and seasonal specials, a couple of dessert choices, house made Kombucha, lemonades, and fresh pressed juices.

The entire menu is vegan (no animal products).

The tentative timeline for EDEN begins this month with the purchase of specialty equipment, BDC-sponsored training with Chef Tracy prior to opening and the café set-up, with tentative opening and ribbon cutting on April 22 (Earth Day).

Hysek said her family, including her husband, father and brother, are very supportive. She said she plans to be open noon to 9 p.m. every day except Tuesday to start and take it from there. Her goal, after 18 to 24 months at freshLAB, is to move into a more permanent space in Batavia and further expand the menu.

Waste to Energy rep gives Town officials much to 'digest' when it comes to green community possibilities

Armed with $1.6 billion in green bonds earmarked for the Finger Lakes Region and the worldwide emergence of combined heat and power technologies, a representative of a Georgia-based green community development firm encouraged Town of Batavia officials tonight to consider contracting with his company on a large-scale energy-efficient complex.  

“Your investment is the land. We can start with 10 acres and if you have more and can develop more, we will develop more,” said Christopher Wilson of Rochester, NE business development president for Waste to Energy Inc., as he spoke to Town Planning Board and Town Board members at Town Hall on West Main Street Road.

Wilson, in his presentation and question-and-answer period that followed, said the Batavia area – situated between two metropolitan cities – is a prime location for a green development, one void of gasoline-powered automobiles and energy sources that create harmful emissions.

That, he said, is where Waste to Energy Inc. comes in.

Through the use of CHP machines of varying sizes and capacities, Waste to Energy has the ability to “take municipal waste and power it, and then take the by-products to make building materials and create jobs,” Wilson said, noting that CHPs are used at United Memorial Medical Center, the former Genesee County Nursing Home and at O-At-Ka Milk Products.

“It’s called an Eco-Center … where people can work, play, live and enjoy the surrounding area and its environment,” he said. “The catch phrase is ‘immersion’ – where technology and nature come together to make a greener tomorrow today.”

According to the American Council for an Energy-Efficient Economy website, combine heat and power (CHP) systems, also known as cogeneration, generate electricity and useful thermal energy in a single, integrated system.

Heat that is normally wasted in conventional power generation is recovered as useful energy, which avoids the losses that would be incurred from separate generation of heat and power. While the conventional method has a typical combined efficiency of 45 percent, CHP systems can operate at levels as high as 80 percent.

Waste to Energy is setting up pilot programs – in Maryland, South Carolina and (in conjunction with the Federal Emergency Management Agency) in Puerto Rico and California, Wilson said. He said should the Town of Batavia contract with his company it would be the first in this area.

Wilson said an Eco-Center could consist of all or a combination of housing, retail, manufacturing, entertainment and educational entities, and would produce high-paying jobs where even “the guy that mops the floor will make $18 an hour with benefits and a 401K.”

He said an eco-center seamlessly weaves park land, housing, restaurants and comfort in a setting that “promotes local entrepreneurship and local development.”

“I know that we have a problem in Rochester with keeping our millennials. How do we keep them here?” he said. “Give them opportunities right here in Batavia and maybe they will look inward instead of outward.”

Wilson said his company has investors already set up to buy green bonds, and that its concept is “already 45 percent pre-sold, no matter where we put it.”

He said that Waste to Energy -- after receiving the land commitment from a municipality and direction on what the community desires in development -- oversees the site’s construction and manages its workforce and income-producing tenants – both commercial and residential as warranted. He also noted that the complex doesn’t need to accept waste from other sites to survive, adding that the facility can be “self-sustaining.”

Planners said they liked the idea, but were unconvinced in light of all the promises being made by Wilson.

“Conceptually, it sounds real cool, but there’s got to be some kind of catch here,” Paul Marchese said. “The money (to pay for it) has got to come from somewhere. It has to make financial sense for your investors … I need to understand the whole nine yards, and where the dollars are coming from. I don’t want to be involved in something that may be an albatross in 20 years.”

Wilson countered by saying his company has done its homework over the past 10 years, lining up financial partners and investors that believe in the business model.

“Let’s say this guy (Wilson) was actually telling the truth this time,” he said. “This is a joint venture. We need a commitment from you; we will draft a contract and come up with a plan together.”

Town Engineer Steve Mountain said that the Town already conducted a study – called Townville – which incorporates progressive zoning, design and green energy practices – and said he could forward that on to Wilson.

The Townville concept is currently 10 acres, but could be expanded to 100 or 200 acres and include 100 housing units.

“With your plan and using our technology, now your abilities have been expanded exponentially,” Wilson offered.

Wilson said it would take a year to build the development, with his company expecting to "be profitable by the 24th month."

Town officials said they plan to discuss the proposal further.

GRUSBC directors hope format changes spark increase in tournament entries

The bowlers spoke and the Genesee Region USBC directors listened. And, as a result, the 12th annual GRUSB Association Tournament later this month includes a Scratch Division and a handicap base of 215 – down from 230.

Now, let’s see if the changes pay off in increased entries for the tournament, which is scheduled for March 16-18, 23-25 at Mount Morris Lanes (Team event) and Livingston Lanes in Geneseo (Doubles & Singles events).

Competition will take place in three divisions -- Open (men and women), Scratch (men and women) and Women.  In the Open and Scratch divisions, teams are comprised of five players; in the Women's division, teams consist of four players.

Handicap is set at 90 percent of 215 in the Open and 90 percent of 200 in the Women's.

Last year, the handicap base was at 230, and that drew complaints from the higher average bowlers who felt they were at a competitive disadvantage.

GRUSBC directors took that into consideration in lowering the base to 215 – and also brought back a Scratch division for those bowlers wishing to compete against other teams without handicap.

As of Wednesday, all squads are open except for the Team squad at 11 a.m. on March 18. The maximum number of team entries is 80.

Entry fees are $25 per person per event and $10 for optional All-Events.

LE ROY, PERRY TEAMS WIN YOUTH TOURNAMENT

Teams from Le Roy and Perry captured divisional titles at the GRUSBC Association Youth Team Tournament at Le Roy Legion Lanes.

In Division A, the Le Roy team of Trey Prevost, Tyler Klein, Aaron Leone and Samantha Hyde place first with a 2,531 score -- 90 pins better than the Medina team of Lorelei Sanders, Graceland Mahnke, Juliana Allis and Ryleigh Culver.

Ryan Bigsby, Tony Sprague, Sam Miller and James Townsend of Mancuso Bowlling Center placed third with 2,412.

In Division B, the Perry squad of Gavin Slocum, Brooke Jurek, Dennis Van Duser and Matt Hurlburt finished on top with 2,536 -- 90 pins better than the Mount Morris team of Alexis Patterson, Britney Rathburn, Brad June and Trenton Willis.

Kyle Regatuso, Ava Tortorice, Hannah McKenzie and Isabel Laney of Mount Morris Lanes placed third with 2,426.

Members of the first-place teams in both divisions earned $100 scholarships each, while the top three teams in both groups received trophies.

ALBION, MEDINA CENTERS TO HOST 60-AND-OVER EVENTS

The 60-and-Over Senior Tour will be making a swing into Orleans County for a pair of tournaments in April.

Oak Orchard Bowl in Albion will host the tour’s seventh event of the season on April 8 and Medina Lanes will host tournament No. 8 on April 29. Check-in for both competitions is at 11 a.m. with bowling starting at noon.

According to tour director Tommy Kress, Oak Orchard Bowl proprietor Randy Hanks is putting money into the prize fund, which means that with 42 bowlers, the top prize will be $350.

The next 60-and-Over event is set for March 18 at Brockport Bowl with check-in at 11 a.m. and bowling at noon.

SMALLWOOD RUNS THE TABLE FOR PBA PLAYERS TITLE

For the second straight Professional Bowlers Association tournament, the victor won all four stepladder matches en route to the title.

Last Sunday, Tom Smallwood of Saginaw, Mich., defeated defending champion Jason Belmonte of Australia, 259-239, for the $40,000 first prize at the Barbasol PBA Players Championship in Columbus, Ohio, thwarting Belmonte’s bid for a record-tying 10th major championship.

To reach the final match, Smallwood downed Canadian Patrick Girard, 237-206, before edging Kris Prather of Plainfield, Ill., 236-235, and Marshall Kent of Yakima, Wash., 225-224.

Belmonte earned $20,000 while Kent took home $12,000, Prather $11,000 and Girard $10,000.

On Feb. 11, Matt O’Grady of Rahway, N.J., won the PBA Tournament of Champions on by sweeping all four finals matches.

The PBA returns to ESPN at 2 p.m. Sunday with the finals of the Mark Roth/Marshall Holman PBA Doubles Championship.

Live coverage of the USBC Masters is scheduled for 1 p.m. April 15 on ESPN.

LEROYANS PLACE FIRST AT RIGGI MEMORIAL EVENT

Continuing their dominance of the tournament, Mickey Hyde and Tom Rohl joined forces with fellow LeRoyans Shayne Herold and John Lowe to win the Ron Riggi Memorial at Le Roy Legion Lanes.

The winners totaled 3,642 for three games to run away with the tournament by 117 pins over second-place Kevin Bienko, Dan Streer, Josh Shoemaker and Dana Voytovich of the Buffalo area.

First place was worth $900 while second place paid $450.

Hyde and Rohl also cashed with other teams, with Hyde placing third with Rob Sease, Norm Bialuski and Ryan Kretchmer, and Rohl placing fourth with Mark Brown, Matt Balduf and Scott Culp.

Herold won the singles event with a 968 score, good for $120.

Thirty-seven teams competed.

ROSE GARDEN I HAS BIG LEAD IN GR YOUTH TRAVEL LEAGUE

The Rose Garden I team of Bergen defeated Batavia Bombers, 13-6, at Mount Morris Lanes on Feb. 18 and now holds a 15-point lead over second-place Perry Bowling Center with four sessions remaining in the Genesee Region Youth Travel League.

Perry pulled into second by virtue of a 16.5-2.5 win over Batavia Strike Force, which dropped to third, tied with Batavia Thunder and three points behind Perry.

Individually, Matt Hurlburt of Perry led the way with a 245 game and 670 series while teammate Dennis Van Duser had 236 and Strike Force’s Skylar Laesser 233. Paige Snook of Oak Orchard Bowl led the girls with 209—532.

The league bowls this Sunday at Perry Bowling Center with the first shift at 12:30 p.m.

NYS MASTERS CHAMPIONSIP IS THIS SATURDAY IN LOCKPORT

Entries are picking up for the 28th NYS Masters Championship this Saturday at Allie Brandt Lanes in Lockport.

Qualifying squad times (five games) are at 9 a.m. and 12:30 p.m., with one in five bowlers advancing from each squad to the head-to-head match play finals. First place is $2,500 and a free entry to the 2019 USBC Masters.

Genesee Region bowlers currently signed up are Curtis Foss of Medina at 9 a.m., and Jim Foss of Medina, Kevin Gray Sr. of Honeoye Falls, Kevin Gray Jr. of Warsaw, Aaron Verheyn of Medina and Frank Jarkiewicz of Byron at 12:30 p.m.

Honesty, generosity at heart of William Kent family auctioneers

This is the third in a series of five stories about the honorees at this Saturday's annual Chamber of Commerce Awards Ceremony. The ceremony is being held at the Quality Inn & Suites in Batavia.

Renowned purebred cattle auctioneer William “Bill” Kent says there’s a straightforward explanation for his Town of Stafford company’s nearly half a century of success.

“It’s pretty simple, really. I said to the kids, 'don’t fib and don’t do anything wrong, or it will come back to bite you,' ” said Bill, who founded William Kent Inc. in 1970 and has since turned it over to his son, Dave.

Bill, Dave and Dave’s son, Josh, spoke about the business and its role in the community in light of the family being named Geneseeans of the Year for 2017 by the Genesee County Chamber of Commerce.

“It’s a heck of an honor, and certainly unexpected,” said Dave, who joined forces with his father in 1976 after graduating from St. Bonaventure University. “We’re very pleased.”

Over the years, several members of the Kent family have participated in the auctioneering, appraisal and real estate brokerage firm, including Bill’s wife, Jean, and daughters, Debbie and Connie.

Currently, Bill (at 85 he’s still on the job), Dave and Josh, who came into the business in 2006 after attending Cornell University, handle the day-to-day responsibilities, with assistance from trusted employees Mike Cody and George Heins.

The family was nominated for the award by Stafford neighbors Rick and Jane Scott, who said the Kents are “well known for their community spirit, love of agriculture and generous nature. They deserve to be recognized not only as a business but for all they do in this community and beyond.”

The Kents have displayed their generosity through the numerous benefit auctions they conduct (at no charge) for civic organizations and charities, rarely turning down a request.

“Dad has always done this, and it is one of the ways we can give back,” said Dave, a former New York State Auctioneer of the Year.

In 1971, Bill gave of his time and talent to run the first Genesee County Fair auction, and the company has been involved ever since.

“Kids raise and sell their 4-H project animals at the Fair, and we help them out,” Bill said, adding that they also participate in the Wyoming County 4-H.

He then went on to name other organizations that have raised funds through their benefit auctions – churches, Kiwanis Club, Batavia Business Women, Le Roy and Stafford historical societies, Salvation Army and Hunter’s Hope, Spirits & Skivvies underwear project, plus many more.

Josh, whose children, Landon, 10, and Ainsley, 7, could be destined to join the business someday, said he has embraced his grandfather’s philosophy.

“Western New York is a fairly tight-knit community, and to be in business for any length of time, you have to treat people right,” he said.

Bill said the business has changed over time – “we used to sell 5,000 cows per year, now it’s a lot of machinery and real estate auctions and sales” (and consulting) – but they’re available to “help out where we are needed.”

That was the case when Bill presented auctioneering for a “show and tell” session at the Le Roy Nursery School, where his grandson, Riley, was a student.

“That was more fun than making money,” he said, with a laugh.

“I asked the kids to just do what I do, counting 1, 2, right up to 10. Then I gave them the little microphone and asked each one to come up and count. One little girl was so shy; she hid behind me, clutched my leg and counted really softly. That was something.”

Passion, dedication cultivate success at Cornell Cooperative Extension of Genesee County

This is the first in a series of five stories about the honorees at this Saturday's annual Chamber of Commerce Awards Ceremony. The ceremony is being held at the Quality Inn & Suites in Batavia.

Quickly deflecting any kudos for herself, Bev Mancuso, executive director of Cornell Cooperative Extension of Genesee County, said it’s the staff, volunteers, and community that should be applauded in conjunction with the agency’s selection as the Agricultural Business of the Year for 2017 by the Genesee County Chamber of Commerce.

CCE, along with several other businesses, will be honored at the Chamber’s Annual Awards Dinner on March 3 at the Quality Inn & Suites in Batavia.

“It’s the specialists and experts on the CCE staff who deserve the recognition,” said Mancuso, who is retiring from her position in June after 15-plus years at the East Main Street facility. “They’re the ones who are out in the field, literally. I do what I can to get them what they need to do their jobs.”

Mancuso also had words of praise for those who give of their time to help the agency reach its goal of “growing minds” through nontraditional, experiential learning.

“All of our internal programs are heavily dependent upon volunteers -- 4-H, Leadership Genesee, Master Gardeners. Much fundraising is due to our volunteers. We would be lost without them.”

She also spoke highly of the board of directors, also volunteers, who have been instrumental in building and maintaining a strong organization of employees “very passionate about their jobs.”

“I continue to be amazed with their (staff) dedication and commitment,” she said. “No one is here to just get a paycheck. It really is their calling in life – they live to be here and do this job, despite the funding cuts we’ve experienced over the past few years.”

Mancuso said the agency (there is one CCE in every county in New York State) primarily reaches the farming community – operations big and small – through its involvement with three regional teams – Northwest NY Dairy, Livestock and Fields Crop, Vegetable and Harvest New York.

Currently, 23 specialists from Cornell University interact with all segments of agribusiness, enhancing capacity and infrastructure through on-site farm visits, hours on the muck land, corn and soybean symposiums and newsletter blasts.

Highlights of the work of the three teams include:

-- NWNY Dairy, Livestock, and Field Crops: Several “Congresses” in the area of forage, calf/heifer, corn, soybean/small grains, as well as educational opportunities for growing malting barley, Ag workforce development and dairy calf managed housing and feeding systems.

-- Harvest New York: With a goal of spurring agricultural economic development, the focus is on dairy food processing and marketing, local food distribution and marketing, and farm strategic planning. Projects have been developed to promote the craft beverage industry, and to link Ag businesses with the WNY Tech Academy and GVEP BOCES culinary program.

The Master Gardeners program, coordinated by Jan Beglinger, has had a profound impact upon Genesee County residents, Mancuso said.

“On many occasions, someone will come in and want to start a farm, but don’t know what to do,” Mancuso said. “That’s when Jan gets involved. When you see those businesses start, that’s really cool.”

Last year alone, according to a CCE budget report, 71 Master Gardener volunteers donated 4,842 hours, worth $135,867 at current NYS value of $28.06 per hour to Cornell Cooperative Extension of Genesee County.

The CCE of Genesee County was nominated for the award by Christian Yunker, managing partner of CY Farms and a member of the Genesee County Agricultural Committee, said it’s easy to overlook the agency’s numerous benefits to the area.

“We in the industry many times take it for granted – the work that they do and their teams that provide such high value,” he said. “As producers, without that third-party expertise, we’d be left with only our vendors.”

Yunker said it was apropos that Chamber honor is being bestowed during the CCE of Genesee County’s centennial year.

“We believe that it is well-suited that during their 100th anniversary that they receive this award.”

Pitch for softball field improvements strikes chord with City Council

Batavia’s slo-pitch softball “renaissance man” was back in front of City Council on Monday night, this time with a group of players and fans from his league at Kibbe Park as well as representatives of the Batavia Girls Softball League at Lions Park. Both organizations are seeking funds to improve their respective fields.

“I’ve finally rounded up a bunch of players,” Michael Jamil said during the public comments of the meeting. “We have a wide demographic – age 18 to 60s … and it seems like everything is heading in the right direction. In time, (working) hand in hand, we will have a solution.”

Just two weeks ago, Jamil addressed Council as part of his continuing quest to have the City provide a sand/clay mix to keep the Kibbe Park diamond from flooding after it rains and to fix the lights.

Two league members spoke of their time in the New Batavia Softball League – Aaron Osterman of Wyoming, who says he comes back to Batavia after working a full day here three times a week “just to play softball,” and Andrew Ernst of Batavia, who said he used to play softball in Pavilion and Brockport before joining the Batavia league and having an “awesome experience the past three seasons with these guys.”

Osterman said he has observed Jamil working many hours on the field to get it in good enough shape for games to be played there, and running an extension cord from the park pavilion to power a scoreboard that Jamil paid for out of his own pocket.

Ernst pointed out the field’s problems, stating that the “infield sometimes can be terrifying (with all of its ruts and holes).”

“I’ve witnessed Mike Jamil working from dusk to game time to make the field playable, barely playable,” he said. “I believe the City is looking into upgrades to the field. Anything will be put to use and will be appreciated.”

Both men said the league, which has around 33 teams, attracts many fans and provides an economic boost to the City.

Before those three had their time at the microphone, Stan Kaus of Batavia, coach of the Batavia Stingers 12-and-under girls’ softball team, spoke on behalf of the Batavia Girls Softball League at Lions Park on Edward Street.

Kaus, who has been affiliated with the league for 23 years, said about 75 girls participate in the summer recreational program that has “no tryouts, no cuts and where no one is turned away if they can’t pay.”

He thanked the City for cutting the grass and picking up the trash, but said additional help is needed with the backstop, outfield fence (there is none), smoothing the outfield and improving the infield.

“We need clay topping on the field; regular dirt doesn’t work, it turns to mud,” he said. “The clay acts like a shield. The water will pond, but eventually dry.”

Following their pleas, City Council President Eugene Jankowski said that the board, at Interim Manager Matt Worth’s urging, has agreed “to find the money (in this year’s budget) to buy dirt and get the fields as best as we can.”

He then mentioned a city parks’ “master plan” that is being prioritized for consideration in the 2019 budget.

“Thank you to Michael for bringing this to our attention and it has steamrolled into helping girls’ softball as well,” Jankowski said.

While there is no money in this year’s budget for fences, he said, it will be discussed – looking at the pros and cons of having outfield fences.

City Council cites 'experience in N.Y.' in going with Novak to conduct manager search

Extensive experience in the recruitment for city manager positions, including a successful search for the Oneonta (N.Y.) city manager in 2016, gave The Novak Consulting Group of Cincinnati, Ohio, the edge in the City of Batavia’s quest to find someone to replace former City Manager Jason Molino.

“You know really, honestly, with references and what was contained with all proposals – they were pretty even, even with the pricing that they were going to charge it was pretty close, so it really came down to their New York State experience,” said City Human Resource Specialist Dawn Fairbanks following tonight’s City Council meeting at the City Centre’s Council Board Room.

In a Special Business Meeting that took place after the regularly scheduled Conference Meeting, Council members voted 9-0 to enter into a contract with Novak to conduct an executive search that, according to officials, could last as long as five months.

Fairbanks said that she will immediately let the other two vendors know that they were not selected and attorneys will prepare the contract for City Council President Eugene Jankowski to sign.

“Tomorrow I will be making contact with all the proposals, with the vendors that submitted proposals and let them know the outcome,” Fairbanks said. “Legal will finish up reviewing the contract so that Council President Jankowski can sign it and then we’ll get the ball rolling.”

Fairbanks was part of the City’s search committee along with Jankowski and Council members Adam Tabelski and Robert Bialkowski.

Tabelski said they received seven proposals and whittled it down to three companies. After reference checks and telephone interviews, Novak was selected.

“One firm rose to the top and that was Novak Consulting Group out of Ohio,” Tabelski said. “They have the most experience and while most (firms) had relatively the same fee, Novak was in the low range.”

Jankowski said Novak’s recruitment team will be interviewing all Council members plus some staff and private citizens. The search – which is estimated to cost the city upwards of $26,200 – will consist of advertising, marketing, identifying and screening potential candidates and interviewing by both Novak and City Council.

Both Jankowski and Fairbanks mentioned Novak’s guarantees that the person who is hired will stay in Batavia for at least two years and that they will not try to recruit that person for a job somewhere else.

Jankowski, partially in response to a question from city resident John Roach, said salary that has not been paid to a city manager or assistant city manager (since both positions are vacant) could be used to offset the cost of the executive search.

In other action, Council moved several agenda resolutions to be voted upon to its next Business Meeting, which is scheduled for March 12:

-- The 2018-19 budget of $26.9 million which calls for a tax levy of $5.25 million and a 2-percent salary increase for 10 supervisors and department heads, effective April 1.

-- Increases in water rates and meter fees (3.5 percent) and capital improvement fees (10 percent).

-- Establishing user fees for City Centre Mall merchants as a result of the litigation settlement that gives the City maintenance responsibilities of the concourse. They also will vote on whether to hire a full-time building maintenance worker (at $14-$18 per hour) and four part-time custodians to work in the mall.

-- Renewal of an agreement with Genesee County to pay 20 percent of the Genesee County Youth Bureau director's time providing administrative services for the City Youth Bureau, and revising the Youth Bureau bylaws.

-- Securing Bond Anticipation Notes for $3.3 million as up-front funds to complete street and sidewalk improvement projects, and another $750,000 to finance an upgrade in the municipality’s software system. The street and sidewalk funds will be reimbursed to the city as they are federal projects.

-- Accepting a bid from The Tree Doctor, based in Clarence, for annual tree trimming and removal. Depending upon the size of the tree, costs range from $200 to $3,290 per tree, with trimming costs set at $310 per tree.

Council also approved six events:

Allis strikes again -- and often -- for 300--824 while Evans posts 300 at Medina Lanes

Bowlers in the Sunday Roll-Offs League at Medina Lanes were in the groove this morning as nine members posted 600 series, led by Scott Allis, with a sparkling 824 set.

For the second time in four weeks, Allis, a 37-year-oid right-hander from Medina, hit the 800 mark. This time it was punctuated by a closing 300 game.

Ken Evans of Medina also had a 300 game in the league, and finished with a 736 series -- 11 pins less than Batavia's Gregg Wolff.

Committee to recommend Cincinnati firm to conduct city manager search; cost set at around $26K

The City of Batavia's search committee that has been formed to fill the vacant city manager position is recommending that The Novak Consulting Group conduct the professional search at an approximate cost of $26,200.

The commitee, consisting of Council members Eugene Jankowski, Adam Tabelski and Robert Bialkowski along with HR Specialist Dawn Fairbanks, will be asking Council to consider the Cincinnati, Ohio, firm during Monday night's Conference Meeting at the City Centre's Council Board Room with the goal of the board casting a positive vote at a Special Business Meeting immediately afterward.

According to a memo from Fairbanks dated Feb. 21, the search commitee received seven responses from executive search services for the recruitment of a manager to replace Jason Molino, who resigned effective Jan. 29.

Fairbanks wrote that the committee narrowed the field down to three finalists, and each of those companies were interviewed via a conference call.

"After careful review, the Search Committee recommends The Novak Consulting Group for the search services ...," Fairbanks wrote.

The proposed contract calls for the City to pay $23,500 for Novak to "complete the city manager recruitment," with additional costs as follows: $1,000-$1,500 for advertising, $175-$300 per top finalist for background checks, and travel costs for finalists to attend interviews in the City.

The Novak Consulting Group was founded in 2009 by Julia D. Novak, whose resume lists 30 years of experience working with and for local governments. A consultant, trainer and facilitator, Novak's local government career includes positions in Fort Collins, Colo.; Lexington, Mass.; Rockville, Md,; and Rye, N.Y. (where she was the city manager).

She is a noted author and speaker on a variety of public administration management topics. Her staff includes consultants with decades of collective experience.

Details of the executive search contract's work plan for the City of Batavia, as provided by Novak, are as follows:

-- Develop candidate profile. Tasks include speaking with each member of City Council to learn individual expectations of each elected offical, in addition to discovering the shared goals for a new city manager -- utilizing focus groups and/or online surveys. From those meetings, etc., Novak promises to develop a tailored marketing and recruitment plan that includes New York, the region and the nation, preparing a position profile that is unique to Batavia. Also, the firm says it will develop first-year organizational goals for the successful candidate so he or she knows what will be expected.

-- Conduct active recruitment and screening. Tasks include conducting an advertising campaign -- using social media, phone and email contacts -- to identify and solicit potential candidates. After that is completed, the firm will market the position and identify qualified candidates for assessment, utilizing networks such as the International City/County Management Association, New York State City County Managers Association and other state and regional organizations pertinent to the recruiting process. The recruitment plan includes seeking candidates who are minorities, women and those who have worked in similar communities.

-- Support interviews and selection. Tasks include facilitating a customized, multistep interview process, which could consist of writing and role play exercises and/or a community reception. Novak will help arrange travel logistics for each candidate, and review candidates' strengths and backgrounds. The firm also is able to assist in salary negotiations.

The contract would be good for two years, with the guarantee that if the new hire leaves the position within two years time, Novak would conduct a new search for no professional fee. The City would then be responsible for billed direct expenses only.

Novak has assigned Catherine Tuck Parrish, who has conducted more than 100 searches for city manager/administrator jobs, and Jenn Reichelt, who has 16 years of experience in local government management, as the executive search practice leader and associate, respectively.

Other items on the Conference Meeting agenda include:

-- Public hearings for the budget ordinance; water rates, meter fees and capital improvement fees; establishing a user fee for the City Centre Mall, and amending the Business Improvement District Plan.

-- Creation of a full-time building maintenance worker and four part-time custodians as part of the City's Public Works Department to cover the operation and maintenance of the Mall concourse as a result of the City's agreement with the mall merchants association.

-- A resolution for an inter-municipal agreement with Genesee County for the City to pay 20 percent of the Genesee County Youth Bureau director's time spent providing administrative services for the City Youth Bureau.

Town supervisor says planning board's action could prove to be 'instigating spark' toward sidewalk policy

Batavia Town Supervisor Gregory Post tonight said he was surprised by the Batavia Town Planning Board placing an issue over a sidewalk at the Dollar General project in the hamlet of East Pembroke into the Town Board’s lap, but he acknowledged that it could provide the impetus toward creating a municipal sidewalk policy.

Speaking after the monthly Town Board meeting, Post said he didn’t expect planners to approve the site plan without sidewalks and also calling for the developer, Zaremba Group, to contribute $10,000 toward a sidewalk fund should the Town Board rule that a sidewalk be constructed to connect to existing sidewalk on nearby East Avenue.

The planning board’s vote, which was accompanied by a recommendation to the Town Board to include the sidewalk, took place on Tuesday night.

“Usually the planning board makes the final decision when it comes to that (approval or disapproval of a site plan), not kicking it back to the Town Board,” Post said. “In the end, the common sense thing to do is to build the sidewalk, which coincides with our goal of creating a walkable community.”

Post said the Town hasn’t developed a sidewalk policy – “we don’t build sidewalks; this is something new to the Town,” he noted – but this could be the “instigating spark that compels us to move in that direction.”

The supervisor said the Town Board discussed the matter before its meeting tonight and will be continuing the debate, adding that he anticipates calling a public information meeting focusing on sidewalks and public sewer in the hamlet.

Post said that, one way or another, the sidewalk at the site of the proposed 9,000-square-foot Dollar General store will be built.

“In the long term, we will look at a policy and (the creation) of sidewalk districts that benefit the residents that use them, while for the short term, we don’t want to make people walk on the side of the road in the dark for 200 (actually about 260) feet,” he said.

The board passed numerous resolutions tonight, including:

-- Two Eagle Scout community service projects by a pair of Batavia High School students. Johnathan Totten, a senior (pictured), and Matthew Grover, a junior, were granted authority to build park benches at Kiwanis Park and park benches and picnic tables at Galloway Park, respectively.

Both are working toward Eagle Scout status – Totten in Troop 6069, of which his father, Greg, is scoutmaster, and Grover in Troop 6006.

“I want to thank you for your service and dedication to the community and scouting,” Post said to Totten after this request was approved. “You’re on your way.”

-- The purchase of four 2018 Ford pickup trucks – two F250s and two F350s – for use by the highway and water/sewer departments, replacing four 2016 models as part of its two-year vehicle rotation schedule. The purchase of 8-10 foot snowplows that attach to the trucks also was approved.

“By changing trucks every two years, it is much more cost-effective for us,” Post said. “We have no maintenance issues since they’re under warranty, which allows us to not have a full-time mechanic.”

-- The transfer of two parcels from Oakwood Hills LLC, at the Oakwood Subdivision on East Main Street Road – a 10th of an acre tract where a sewer pump station is located and 15 acres covering five streets in the subdivision as part of the Town’s roadway infrastructure.

-- The acquisition of a parcel of land at Batavia Gardens on East Main Street as an easement for Ellicott Trail. The cost was $20,400, which will be reimbursed to the Town as part of the grant-funded $1.2 million bicycle and pedestrian project.

-- An agreement with G&G Municipal Consulting and Grant Writing to conduct a Median Household Income and Low/Moderate Income survey throughout the Town for the purpose of determining the Town’s eligibility for grant money. The contract with the company is for $16,500 plus postage.

Town planners' approval of Dollar General site plan includes $10K sidewalk 'fee' from developer

It took 45 minutes of thoughtful discussion about pedestrian safety, sidewalk design/construction costs and comprehensive plans on Tuesday night for the Town of Batavia Planning Board to decide to grant approval of an Ohio developer’s site plan for a proposed 9,000-square-foot Dollar General store at the corner of West Main Street Road and Barrett Drive in the hamlet of East Pembroke.

The endorsement of the project comes with a major stipulation – Zaremba Group, which specializes in build-to-suit retail development programs for retailers across the country, must contribute $10,000 to a sidewalk fund should the Batavia Town Board desire that a sidewalk be built on the property, extending to an existing sidewalk on nearby East Avenue.

Todd Hamula, senior development manager for the Lakewood, Ohio firm, addressed planners for a second time, fresh off approval by the Town Zoning Board of Appeals permitting the developer to reduce the number of parking spaces from the required 46 to 30.

He was seeking site plan approval from the planning board, pointing out some changes in the layout and details of a stormwater retention pond.

The revised plan also includes a short stretch of sidewalk on the property, which, according to Hamula, “gives (the Town) the ability to connect in the future to East Avenue.”

However, Town Engineer Steve Mountain -- after noting that issues such as the pond being close to a residence and the store’s driveway being about 12 feet wider than the desired 24 feet were “not difficult to overcome” – said that he was in favor of sidewalk from East Avenue to the store “to prevent residents from walking in the road (Route 5).”

“Sidewalks are something we have batted around a lot,” said Mountain, adding that the Town has considered forming a sidewalk district to reach its long-term goal of a “walkable community” per its comprehensive plan for the hamlet. “I believe sidewalks are prudent … and recommend completing that loop.”

At that point, planners began debating whether to approve the site plan with sidewalks (about 260 feet of 5-foot-wide sidewalk would be needed) or without sidewalks, and wondering aloud who would be responsible for the cost.

Mountain said he figured the cost to be in the $5,000 to $10,000 range if the developer were to put the sidewalk in, to which Hamula countered that “it’s going to be every bit of 20 to 25 thousand.”

Hamula said he was under the impression that previous negotiations with county and town officials resulted in the Zaremba Group not having to put in a sidewalk that connected with East Avenue.

He then proposed a contribution of $5,000 toward a sidewalk – calling it an “impact fee” – as long as the Town put it in.

“That (building the sidewalk) would be a daunting task for a private developer,” he said.

Mountain stuck to his guns, stating that the Town wouldn’t be building a sidewalk if not for the Dollar General project, and that “it would cost us 35 to 40 percent more than a private developer.”

He also warned the board that the Town could be liable if a pedestrian was hit by a car walking in the road, and urged the board to approve the site plan either with a sidewalk or without a sidewalk.

A couple different motions were presented. One called for granting approval based on the Town paying for engineering and permit costs and the developer being responsible for putting the sidewalk in, but that was withdrawn.

Board member Paul McCullough then asked Hamula if he would be willing to put $10,000 toward a sidewalk fund.

Hamula said he would agree to a cap of $10,000, and minutes later, the board made a motion to approve the site plan without sidewalks with the developer agreeing to contribute $10,000 toward a sidewalk fund should the Town of Batavia want sidewalks and also contingent upon the developer fulfilling other engineering requests.

It was approved 7-0, as was a second motion – a recommendation to the Town Board to include a sidewalk extending from the store to East Avenue when considering the plan.

Afterward, Hamula said he hopes to break ground on the $1.3 million project around Memorial Day and have it completed by Labor Day. He said it will employ eight to 12 people, including a full-time manager, and will be open from 8 a.m. to 10 p.m. seven days a week.

In other action, the board approved site plans of the new Town of Batavia Fire Department substation on Stringham Drive and the expansion of the Classy Chassy Carwash on Veterans Memorial Drive.

The fire department recently announced plans to build a $3.2 million station to replace Station 2 on Clinton Street Road. The proposal was recommended for approval by the Genesee County Planning Board as long as a Department of Transportation permit pertaining to an entrance to the 10,000-square-foot substation was obtained.

Representatives of Clark Patterson Lee, the engineering firm hired by the department, said that an application for the permit is in process.

Jeff Arnold of Clifton Springs, owner of Classy Chassy, is planning a $200,000 addition to the facility’s Eco-Soft Wash, expanding the tunnel wash from 40 to 100 feet.

He said the addition will not alter the traffic flow and will retain enough room for drivers to exit after using a revamped vacuum center and for emergency vehicles to maneuver around the property.

On Monday, the Zoning Board of Appeals approved an area variance for Classy Chassy, reducing the building setback from the required 30 feet to 18 ½ feet.

Foss' 300--775, Roger Allis' 300 highlight weekly bowling leaders

Curtis Foss rolled a 300 game -- his second in three weeks -- while Roger Allis posted a 300 game to highlight the list of league bowling leaders for the week of Feb. 12.

Foss, a Medina resident, finished with a 775 series in the Sneezy's Monday Night League at Oak Orchard Bowl, while Allis, also of Medina, finished with 732 in the Thursday Firefighters League at Medina Lanes.

At Rose Garden Bowl in Bergen, Caycee Landers registered 782, the highest series ever by a woman in the Genesee Region USBC (she was featured in Mike Pettinella's Pin Points column).

GCASA Foundation to award a pair of $1,000 scholarships

Genesee/Orleans Council on Alcoholism and Substance Abuse Foundation will award two $1,000 scholarships, one to a Genesee County student and one to an Orleans County student. 

GCASA Foundation supports the work of GCASA and other nonprofit organizations in Genesee and Orleans counties. Several organizations have received mini-grants to help sustain the crucial work they do in our community.

Now, individuals pursuing a degree in health sciences or human services can apply for scholarship money that will help them pay for college.

Gray Jr. keeps emotions in check, posts victory at Genesee Region Masters; Landers rolls record 782 series

In competitive bowling, the mental game plays as important a role in the road to success as the physical game.

It took some time – and a few cases of “letting your emotions get the best of you” – for Warsaw’s Kevin Gray Jr. to grasp this but now that he has, the 36-year-old left-hander has become a force to be reckoned with on a regular basis.

Gray shook off a couple errant shots during Sunday’s Peterson Point match play finals of the Genesee Region USBC Masters tournament at Livingston Lanes in Geneseo and came through in the clutch to unseat defending champion and fellow lefty Rich Wagner of Batavia.

A 213-204 victory in the position round secured the title for Gray, who took the lead after game four of the eight-game final round and held on to win the $300 first prize and Masters’ champion ring.

Gray entered the last game with a 44-point advantage over Wagner (bowlers receive 30 points for each match victory and plus or minus pins based on their score in relation to 200), which meant he needed to beat Wagner for the crown. Wagner, on the other hand, needed to defeat Gray by at least 15 pins to win the tournament.

An open frame by Gray to start the game, coupled by a double by Wagner put the Batavian in the lead temporarily, but Gray responded with four strikes in a row to pull even. After another open in the seventh, Gray once again bounced back with strikes in the ninth and 10th frame to lock up the match.

“I thought the key for me was being able to leave that stuff (open frames) behind,” said Gray, who won the GRUSBC Scratch Memorial at Mount Morris Lanes in 2016. “I feel I’m better mentally than I’ve ever been.”

Gray, a team leader of the medicine access center at the University of Rochester, was a model of consistency throughout the tournament – qualifying in the third position with 888 for four games and grabbing the fourth spot among the final eight bowlers with 886 on Saturday for a 222 average. And he kept that average on Sunday en route to winning seven of his eight matches.

“I was able to stay focused all day long and not let anything bother me,” said Gray, who used an Ebonite Maverick for the first seven games on Sunday before switching to an Ebonite Gamebreaker II for the last game. “Fortunately, I was able to focus on one match at a time.”

Gray said he dedicated the victory to his late grandfather, Lester Gray, who would have been 102 on Sunday.

Wagner, who picked up $250 for placing second, had the high average for the tournament – 227 – largely due to a 1,024 four-game score (256 average) in the four-game semifinals that propelled him to the No. 1 berth on Sunday.

“I thought I threw it really well, but congratulations to him (Gray). He made the shots in the ninth and 10th when he had to,” Wagner said. “But first and second in two years, it’s a good day.”

Brian Green, another Batavia southpaw and the high qualifier with 956, finished third and earned $200.

He was followed by three-time Masters champion Fred Gravanda of Batavia ($150), Chris Bardol of Brockport ($100), lefty Mike Johnson of Batavia ($100), Scott Culp of Lima ($90) and Brady Weber of Perry ($90).

Other cashers (in ninth through 16th place) were Jim Pursel of Batavia, Matt Balduf of South Byron, Dean Cadieux Jr. of Oakfield, Geoff Harloff of Batavia, Dana Nowack of Livonia, Joe Trigilio of Attica, Paul Spiotta of Batavia and Josh Elliott of Attica.

LANDERS WINS ROCHESTER QUEENS, BREAKS GRUSBC RECORD

Whether you’re talking about her bowling scores, the winter weather or a bowling ball company, former collegiate standout Caycee Landers has taken Western New York by "storm." 

Landers, a 27-year-old right-hander, migrated from Los Angeles about a year ago, and joined the G&W Vending League at Rose Garden Bowl in Bergen at the invitation of her boyfriend, Chris Bardol of Brockport.

Since then, she has bowled several 700 series, with her latest – a 782 effort on Tuesday night -- breaking the Genesee Region USBC record of 762 previously held by Bardol’s sister, Jennifer.

Landers, using a Roto-Grip Wreck Em ball (manufactured by Storm), posted games of 267-246-269, and raised her league average to 225.

This comes on the heels of her victory on Feb. 3 at the Rochester NY USBC Queens Tournament at AMF Gates Lanes, where she defeated two of Rochester’s best, Tara Mangiola and Shanna Chepelsky, in the finals.

Landers has been so good on the lanes lately that it has made the WNY cold weather a bit more tolerable.

“I haven’t quite been here a year so I guess I’ve survived my first winter,” she said. “It’s all downhill from here, but it certainly has been an adjustment, coming from a big city. What has made it easier is that everyone here is so nice.”

Landers was an Academic All-American while bowling at Newman University in Wichita, Kan., and previously she bowled at Wichita State. She said that she met Bardol at the Team USA Trials in 2008.

“We’ve always stayed connected through bowling and became good friends,” she said, speaking of Bardol, owner of The North Pole Restaurant in Batavia. “We started dating almost a year ago, and we (she and her 5-year-old son, Landyn) moved to Brockport.”

Landers has multiple 300 games and a high series of 837. She thought she should have had another 800 on Tuesday night.

“I was kind of a bonehead,” she said, referring to a pair of one-pin spares that she missed in the first two games.  “Those two single pins cost me an 800.”

Her 782 fell nine pins short of the Rose Garden Bowl women’s record of 791 set by Mangiola in the Triple O Mechanical Tournament (a non-GRUSBC event).

She did fare better than Bardol, however, who rolled a 694 series on his 30th birthday.

Landers said she is considering bowling in the New York State Queens Championship on April 21 in Newburgh, a tournament that has been won by another former Wichita State bowler, Shannon Sellens of Long Island, for the past four years.

SPARE SHOTS: JOB OPEN AT LIVINGSTON LANES; SCHEPIS DUO WINS

-- Livingston Lanes owner Marty Estruch, a Mount Morris resident who owns a few hotels in that area, said he is looking for someone to manage the 16-lane bowling center and bar.

The managerial position will be open at the end of this month, Estruch said, adding that the ideal candidate will have knowledge of the business of bowling, customer service skills and an ability to build programs to increase traffic.

Until then, John LaGeorge will be handling day-to-day duties.

-- The brother-sister team of Mike and Shelly Schepis of Medina won the Love ‘Em & Hate ‘Em mixed doubles handicap tournament at Medina Lanes over the weekend.

They were followed by Marion Singleton of Lockport and Brian Cline of Williamsville, Rob Stefani of Batavia and Sarah Cassidy of Albion, and Jenelle and Rusty Boyd of Lyndonville.

-- Right-hander Matt O’Grady of Rahway, N.J., mowed down a couple heavyweight two-handers on Sunday to win the 53rd PBA Tournament of Champions for his first PBA Tour title.

O’Grady, 31, whose best previous PBA Tour finish was fourth, won four stepladder finals matches at AMF Riviera Lanes in Fairlawn, Ohio, including victories over PBA Player of the Year Jason Belmonte of Australia and Jesper Svensson of Sweden.

Final standings: Matt O’Grady, Rahway, N.J., $50,000; Jesper Svensson, Sweden, $25,000;  Andrew Anderson, Holly, Mich. $13,000; Jason Belmonte, Australia, $11,000; BJ Moore, Greensburg, Pa., $10,000.

-- Three of the five Batavia teams in the Genesee Region Youth Travel League are within striking distance of first-place Rose Garden Bowl I after nine weeks of the 13-team circuit.

Batavia Thunder and Batavia X-Factor gained ground in recent competition at Mancuso Bowling Center in Batavia with victories over Rose Garden I and Batavia Bombers, respectively.

Rose Garden continues to lead, however, as it is 7.5 points ahead of Batavia Strike Force, 14.5 in front of Oak Orchard Bowl I and16 points ahead of Batavia Thunder and X-Factor.

Individually, James Townsend (Strike Force) topped the list last week with 233—609, while Ben Lennox (Oak Orchard I) had 606 and Sam Miller (Strike Force) posted 603.

For the girls, Samantha Hyde (Le Roy) led the way with a 224 game and 560 series, followed by Corinne Saluste (Strike Force) with 537 and Paige Snook (Oak Orchard I) with 514.

The league bowls at 12:30 p.m. this Sunday at Mount Morris Lanes.

City support of slo-pitch softball may be gaining traction

Slo-pitch softball in Batavia and the surrounding area was never more popular than from the mid-1960s to the mid-1990s, but it has made a bit of a comeback thanks to the efforts of Michael Jamil and friends.

Time and again during his three-year stint as leader of the Batavia Softball League at Kibbe Park, Jamil has approached City Council, requesting financial and moral support for the summer rec program, which has grown to 33 teams.

He spoke to the board again on Monday night, respectfully expressing his thanks for what has been done so far and his hope that Council would appropriate some money for the field’s upkeep.

“I have faith that everything is going to work out … little by little I’ll take what I can get,” he said. “We’re bringing hundreds of people to the area.”

Jamil said he understands that the Kibbe Park ball diamond hasn’t been a priority for the past 25 years, but he said the influx of new players should warrant a change in Council’s viewpoint. He said he is hoping the City will provide material (sand, clay) to put on the field to make it level, especially after it rains.

After Jamil’s brief comments, Sid Lovell of Medina, director of the Orleans and Genesee county districts of the United States Slo-Pitch Softball Association, addressed Council.

“He (Jamil) should be congratulated,” Lovell said. “Mike has put his whole heart and soul into this effort – getting 33 teams last year – and he looks to have as many this year. (The league) brings many fans, followers, wives, families and friends … and provides some movement commercially in the area.”

Council put off making any monetary commitments (it has a list of requested equipment and material costs), but will take a look at it during budget workshops.

At least one council member is in Jamil’s corner. John Canale said he fondly remembers the heyday of softball.

“Mike has approached us quite a few times, and it really hasn’t hit home,” Canale said. “But as a spectator, it drew me there … when players would go to Big Daddy’s (Ale House on Main Street) and to Sunny’s after the games. It was a big social event afterwards.”

Canale said that “traffic does benefit us and supports local businesses, so let’s take a serious look at this, and really dive into that. In the long run, it will help the professional side of baseball. Good for you, Mike.”

City Council lays out welcome mat for Batavia Players to move their act downtown

To lease or not to lease … that is the question.

Batavia City Council members answered that line with a resounding yes tonight, approving by a 7-1 margin a resolution to enter into a lease agreement with Batavia Players that opens the door for the theatrical troupe to make a new home at the downtown City Centre.

“I cannot wait until they come into the mall,” said Council member Patti Pacino. “It’s just a wonderful way to bring people downtown where they will get into the habit before we open Eli Fish, before we fill the Carr’s department store (so) we’ve already got people down there. It’s just a delightful idea.”

Pacino joined Adam Tabelski, Kathleen Briggs, Al McGinnis, Paul Viele, John Canale and Council President Eugene Jankowski in voting in favor of the agreement to allow Batavia Players to lease space at parcels 2, 35 and 39 Batavia City Centre (sharing space in one of the parcels with Dent Neurologic Institute). Rose Mary Christian was at an out-of-town conference.

Robert Bialkowski cast the “no” vote, contending that the lease contains inaccuracies and loopholes, and that it keeps the City in an unenviable position as a landlord.

“My position is you draw a lease and you draw it properly – you don’t have all these errors in it, and I’ve never heard of a lease saying, ‘We don’t include utilities, you go work it out with the other guy who is paying for it,’” he said. “This is how you end up in court with lawsuits.”

Bialkowski disputed the monthly rent figure in the lease for months seven through 12, stating that it should be $2,243.76 instead of the $1,223.86, based on $3 per square foot for the 8,975 square feet to be rented by Batavia Players.

Interim City Manager Matt Worth acknowledged that the original draft had the wrong amount, but said that it had been corrected.

Bialkowski also questioned whether the City would be responsible for repairs and utilities, and pushed for his colleagues to put the space up for sale.

“I don’t believe in the City sitting on property and being the landlord. It’s not the job of government to be a landlord,” he said afterwards. “It’s the job of government to take repossessed property from taxes or whatever, put them on the auction block and sell them.”

He also said the low rent per square footage ($1 per square foot for the first six months, $3 per square foot in months seven through 12, and $4 per square foot in months 13 through 60) created “an unfair competition” situation.

“There are plenty of places to rent downtown; they cannot rent for $2 a square foot – it’s impossible. So for the City to be renting below cost is ridiculous, and it’s unfair competition, I would say.”

Worth noted that the mall operation user fee charged to tenants is $2 per square foot, so – including property rented by Dent, “the total (rent collected) exceeds that amount (user fees).”

The lease calls for Batavia Players to be responsible for everything except structural repairs. As far as utilities are concerned, Dent is currently footing the bill.

In the end, Council took the view that the Batavia Players organization is a community asset and would be in a stronger position to recieve some of the $10 million in Downtown Revitalization Initiative money by being able to stake its claim downtown.

Pacino said Batavia Players has a solid track record and is a popular family entertainment option – just what is needed downtown.

“Batavia Players has everybody acting from 5 years old to 100 years old,” she said. “Every one of those has a family that comes to see every one of their plays. Every time they come to a rehearsal, every time they have a play, they’re downtown where we’re trying to get people.

“Then they’re going to a place to get something to eat. On their way there, they’re putting gas in their car. They’re (Batavia Players) doing everything positive …They’ve already proven themselves where they are. They’re dependable, and they take responsibility.”

In other action, Council:

-- Voted unanimously to take $17,400 out of the former Vibrant Batavia funds to pay for the engineering and architectural costs to design a flood-compliant home for Genesee County Habitat for Humanity at 116 Swan St., but only after amending the resolution to make sure the City has full use of those plans for future home building in a flood zone.

Bialkowski wondered aloud if the City would take ownership of the documents, or if they would belong to Habitat for Humanity.

“I think that since the City is paying for the engineering, we should own the design. Then it would be public domain,” he said.

After a brief discussion, Council agreed, voting 8-0 on an amendment making the resolution contingent upon Habitat for Humanity sharing the plans (and making copies available to the City) for the public domain. Then the board voted 8-0 in favor of the resolution.

-- Scheduled public hearings for Feb. 26 on the 2018-19 budget, water rates, meter fees, capital improvement fees, and City Centre concourse user fees and to amend the Business Improvement District plan.

The $24.3 million budget comes with a tax rate of $8.99 per thousand of assessed valuation, down from $9.27 a year ago.

Water rates are set to go up by 3.5 percent -- Bialkowski cast the lone “no” vote on water rate increases, citing high poverty rates in the City -- and the capital improvement fee is set to go up by about 5 percent.

The City Centre Concourse user fee is in play due to the recent settlement between the City and the Mall Merchants. The fee is $2 per square foot, effective April 1, 2018 through March 31, 2012, and goes up to $2.04 in 2021-22 and $2.06 in 2022-23.

-- Voted to accept a low bid of $721,566 from Roman Construction Development Corp. of North Tonawanda to complete construction of 12,300 linear feet of sidewalk as part of the Healthy Schools Corridor Project.

-- Heard from Jankowski that the city manager search committee will be meeting Wednesday afternoon to look at proposals from seven search firms and is prepared to share its recommendation at the next Council meeting (Feb. 26).

Foss 299-826, Greenlief 781 lead weekly bowling score list

Curtis Foss rolled a 299 game and 826 series in the Sneezy's Monday Night League at Oak Orchard Bowl to top the list of bowling scores reported to The Batavian for the week of Feb. 5.

Down the road at Medina Lanes, manager Eric Greenlief posted a 279 game and 781 series to take top honors in the Sunday Rolloffs.

Classy Chassy owner says $200K upgrade will provide 'state of the art' wash bay

The owner of the Classy Chassy Carwash at 4120 Veterans Memorial Drive (across the street from the Walmart parking lot) says a $200,000 addition to the four-bay facility will give customers a complete array of auto cleaning services, including an ultra-modern tunnel wash on the north side.

“We’re expanding the fourth wash, the Eco-Soft Wash, from 40 feet to 100 feet to allow us to provide a better service, allowing our prep staff to work inside, and create a better environment for everyone,” said Jeff Arnold of Clifton Springs, owner of Clifton Land Company LLC.

Arnold, a retired New York State police officer, owns 25 Classy Chassy car washes throughout Western and Central New York, with two of those in Batavia – the other located on Liberty Street.

His proposal, specifically an area variance request to reduce the building setback where the addition will be placed from 30 feet to 18 ½ feet, went before the Genesee County Planning Board on Thursday night.

The board recommended approval of Arnold’s application, which now will be considered by the Batavia Town Planning Board.

Arnold said he is investing $75,000 into the 21-by-60-foot building and another $125,000 in new equipment to make the Eco-Soft Wash a “state of the art” tunnel wash, featuring enhanced washing components and more dryers.

“It’s called a ‘mini’ now (at 40 feet) but the additional length will make quite a difference in the overall experience,” he said, adding that he hopes to break ground by the end of August and have it up and running next fall.

He said his company previously spent about $300,000 in new equipment on the existing bays – two Touch-Free washes at the south end and a Soft-Touch wash between those and the Eco-Soft Wash.

Arnold added that he will be installing a new vacuum center at the site in mid-March – a service that features dual vacuum cleaner hoses so customers won’t have to drag the hose through the vehicle.
