The NYS legislative body is not going to pass rules and regulations that is going to change the corrupt system of patronage and kick backs for it's members. Unfortunally New York has the reputation as the most corrupt state legislative body in the US.
Using the word Can in the question kind of throws it out from the probable intention.
If you replace the word Can with the word Will, we would all be responding with our feelings instead of responding to a technical question.
We all know they Can, the real question is Will they?
Either way the poll is currently showing 80% of us have no confidence in the people who represent us.
Every once in a while, when the number or stature of those caught rifling the cookie jar reaches a level where the din of constituents' disdain penetrates the steady murmur of lobbyists' whispering while stuffing cash in their lackeys' pockets...
No doubt if they do, it will be window dressing/feel good legislation, to give the appearance to New Yorkers that they are only concerned enough about reform and ethics to make it look good to the voters.
It will be meaningless, and unenforced, or have safe guards in the reform to allow certain members to continue business as usual, under the do as I say, not as I do mentality.
