A dog or dogs are locked inside a red Pontiac with the windows up near the food entrance of Walmart. An animal control officer is responding to the complaint.
UPDATE 1:30 p.m.: The owner was paged and the officer advised the person about the danger of leaving a dog in a car with the windows up.

What is wrong with this person??? The dog could easily chew up the upholstery, or perhaps urinate or defecate in the car.

Any responsible pet owner would know not to leave a pet in a car with the windows up.
Please leave your pet at home if you are going some place you can't take your pet.

I have a better idea: Lock the pet owners in the car with the windows up, and no ignition key so they can't start the car and turn the A/C on.
After all, their pets weren't left the ignition key so THEY could start the car and turn the A/C on!

I wouldn't publish the names
I wouldn't publish the names or the license plate information of the dog owners in these cases because they are not arrested and charged with a crime. I do hope that some "sunshine" helps deter this practice.
