Here's the problem. One, there is a pooper scooper law in Batavia, Ny. 2. The suspect who dumped his dogs mess in the neighbors yard, should be charged with Vandalism and fined $1500.00 not only that, lose his dog to a kennel for 30 days. Batavia, ny makes laws but they don't enforce them unless they are high tier crimes. If you start making reasonable examples, you will see a decline in these types of actions. I will not blame the dog, but the dog owner.
