Peter -- you're correct up to a point. The last Congress showed that Republicans even voted against their own legislation once Obama supported those initiatives.

GOP in the House are really in a tough position. Their three priorities in order are:
1) Make Obama look bad so he can be defeated in 2012,
2) Don't upset the Tea Party because their votes will be necessary to maintain power in the next election, and
3) Govern.
Don't be surprised if they never get around to #3.
