Fee Charge

I just received a notice in the mail from Child Support that I will be charged a fee by the state of $25. It states:
Custodial parents who have never received TANF(temporary assistance for needy families) benefits in any state will be charged the $25 fee when more than $500 of support has been collected during the federal fiscal year (October 1–September 30).
I have never asked for anything from the state and the only reason I had to go thru the state in the first place was because the court ordered it. Prior, my ex just mailed a check.
Lets think about this....
I live free of public assistance, hardly get enough support to help raise 2 children, and the state wants $25?
