The question is what is essential? Some will say Genesee Justice, others will say the Holland Land Office. One persons essential is another's waste/pork.
I'm pretty sure it's better to cut funding for non-essential services than essential services. That's what people do to run their household so why shouldn't government do the same?

The question as John said what county services do you use on a day to day basis..For us city residents i would say not many...We have police and fire protection...We have a DPW that we pay for...I believe our county tax rate should be less then those who live in a rural setting,that need the county more for sheriffs and road maintenance...

Most of your county taxes go towards social services, which I would guess a fair share would live in the city. The county also maintains the bridges in the city as well as DeWItt Park. Generally speaking everyone gets their fair share with county taxes no matter where you live. Your city taxes pay for the extra stuff that rural folks don't need like sidewalks, lighting, extra police coverage and full time fire dept.
