When a government gives tax incentives to a business, they think of that as an expense (I don't know how a loss of income is an expense but thats how they view, just look at the arguments made against extending the current tax code). So they have to do something to cover that expense. And then local property owners have to shell out more cash to cover the "loss".
Has Batavia ever thought of offering tax incentives to Movie Production Companies looking for a place to spend their money? Wouldn't the "Sunlight Dialogues Movie" be cool if the Cohen Brothers or Robert Rodriguez could be enticed to use Batavia as a backdrop for their films? They could be, and much cheaper than you think. Texas stiffed Robert on "Machete" and it will probably earn him an Academy Award eventually. I could see Clint Eastwood living on State Street or Jeff Bridges as a GCC Professor. When I dream, I dream realistically. Y'all need to dream big and put me to shame. But I don't shame easily, be forewarned.
