From gentle mists to powerful downpours, Le Roy town and village residents are in for some water fun come next year.

Town and Village boards hashed out the plan for a new spray park at Wildwood Park during a meeting earlier this month, Le Roy Town Supervisor Jim Farnholz says.

“We all decided on what we liked,” he said during an interview Tuesday with The Batavian. “It’s really something for the community and answers a lot of questions. Our real hope is to open by Memorial Day in 2022.”

Those answers include what to do with a defunct wading pool with several leaks. The spray park will be installed in that space for 2,000 square feet of misting stations, aqua arches, showers, spills, and water weaves of intertwining spouts from the base outward. Activities are geared for kids of all ages and sizes, and the park will be handicap accessible, he said. 

A cooperative effort by both town and village boards, the project is estimated to cost $300,000 to be split by each municipality. The money is coming from the federal COVID-19 American Rescue Plan Act of 2021 (See "Le Royans can move off the creek ..."). Based on each municipality’s assessed property value, these relief funds have a list of requirements for how the money can be spent, Farnholz said. Though the 100 or so pages of specifics were “one of the challenges for municipalities,” the town and village discovered that a spray park fit the scope of the funding. 

“One of the very clear things was that it was designated for outdoor activities, parks, and green space,” he said. 

The new park will have extended hours beyond when the swimming pool is open, will not require a lifeguard, and will provide benches, sidewalks, a flat surface, and an assortment of spray heights so that those in wheelchairs can enjoy it as well, he said. The idea was in discussion before the federal money was even received, he said. 

The board members reviewed other spray parks in Genesee and Wyoming counties but landed on one in Brighton, Monroe County, as the best fit. 

“We like it; it seemed to offer the most different kinds of … mister stations, a dump bucket, and little ones for smaller kids,” he said. “It addressed a lot of issues.”

Brighton’s spray park, amongst many others, was installed by Texas-based company Water Odyssey, he said. The town and village have agreed to move forward with the same company as “a lot of municipalities were very happy,” with it. 

Town and village public works crews will perform the tear-out and site prep for the project to save some money, he said. Other work will include dealing with wastewater and electrical upgrades, he said. 

“Once we decide on a specific plan, they can provide the site prep information,” he said. “I’m hoping for it to be in the next week or two.”

Kaleb J. Bobzien is indicted on counts of strangulation in the second degree, criminal obstruction of breathing or blood circulation, two counts of harassment in the second degree, two counts of criminal mischief in the fourth degree, four counts of criminal contempt in the second degree, and three counts of tampering with a witness in the fourth degree. On June 24, in the Town of Batavia, Bobzien allegedly applied pressure to the throat of another person and caused that person to lose consciousness for a period of time. He's also accused of blocking the nose and mouth of another person, a person under age 17.  He also allegedly threatened a victim. He allegedly broke a vape pen that belonged to the victim. He also allegedly damaged the backpack of the underage victim. He allegedly violated an order of protection. He allegedly tried to stop a person from testifying in the case. 

Aaron M. Hatt is indicted on counts of burglary in the second degree, criminal contempt in the first degree, two counts of endangering the welfare of a child, and aggravated family offense, criminal contempt in the second degree. Hatt is accused of entering a building on Broadway in  Alexander on April 28 with the intent to commit a crime within the building. He is accused of violating an order of protection at that time by intentionally harassing, annoying,  or threatening a person in that residence. He is accused of applying pressure to the throat of a family member.  There was a  child present at the time of the alleged offense. 

Robin S. Brooks is indicted on a count of bail jumping in the first degree.  Brooks is accused of failing to appear for a court hearing on April 20  or within  30 days of the scheduled appearance.

Cesar G. Molina is indicted on a count of driving while ability impaired by drugs as a felony because of a prior DWI conviction.  Molina is accused of driving under the influence on 29 December in the Town of Byron.

Jarrett C.  Coniglio is indicted on two counts of assault in the second degree, a  count of resisting arrest, and a count of obstructing governmental administration. Coniglio is accused of causing injury to a  police officer while attempting to stop the officer from performing his official duties on  July 23 in the Town of Alabama. He's accused of causing injury to another person with a glass bottle. 

Mark L. Farley is indicted on a count of criminal contempt in the first degree, a  count of unlawful imprisonment, a  count of harassment in the second degree, a  count of burglary in the second degree, and a count of criminal contempt in the second degree, On Dec. 31, Farley allegedly violated an order of protection at a  residence on  Harvester Avenue by striking or threatening another person. He allegedly restrained another person. He allegedly went into the building with the intent to commit a crime. 

James D. Weathers is indicted on a count of criminal possession of a weapon in the second degree.  Weathers is accused of knowingly possessing a loaded Glock 19  handgun while in the Town of Stafford on  Oct. 31, 2020.

Connor L.  Andrews is indicted on a count of criminal possession of a  controlled substance in the fifth degree, a count of driving while ability impaired by drugs, and three counts of criminal possession of a controlled substance 7th degree. Andrews was charged after being stopped in the Town of Le Roy on May 3. He was allegedly found in possession of cocaine, meth, Alprazolam, and Oxycodone.

Timothy J.  Passage is indicted on a count of criminal possession of a forged instrument in the first degree.  Passage is accused of trying to use a counterfeit $20 bill at the Tim Horton's in Pembroke on March 20.

Jamie A. Dutton is indicted on a  count of criminal mischief in the third degree, criminal trespass in the second degree, and criminal possession of a controlled substance in the seventh degree. Dutton is accused of damaging the property of another person valued at more than $250 on Feb. 27 at a location in the City of Batavia. He was allegedly unlawfully in a property with permission and in possession of cocaine.

Le Roy’s town and village officials are tackling outdoor recreation from both perspectives: liquid and frozen water. 

A new spray park is to begin sprinkling by or before June 2022 at the current wading pool site at Wildwood Park (See "Le Roy residents will be gettin' misty ..."). But long before that, a temporary winter recreation will be in place before the end of this year, Le Roy Town Supervisor Jim Farnholz says.

“Our hope is to have that up by December,” Farnholz said Tuesday to the Batavian.

A rectangular-shaped ice skating rink will be available at Bunnel Park, weather permitting. Beyond the makeshift structure filled with water, all that’s required are brisk temperatures to freeze it. Then lace up and glide to your heart’s content. 

Farnholz mentioned the more romantic — and nostalgic —  notion of couples and families skating on Oatka Creek. Those days have ended with fluctuating climates and safety concerns for people going out on the creek.

“It’s tough to make sure it’s frozen all the way,” he said. “(The rink) will have much longer access and much earlier access.”

Funding for the ice skating rink will come from federal COVID-19 relief funds, officially called the American Rescue Plan Act of 2021, he said. 

Due to complications from COVID-19, Congress moved to pass the American Rescue Plan Act of 2021 to provide $350 billion for state and local governments. The Act officially became law in March 2021. This bill provides additional relief to address the continued impact of COVID-19 on the economy, public health, state and local governments, individuals, and businesses. For local governments, the funding amount was determined by population, and these municipalities are to receive their allocations in two installments – the first half 60 days after enactment and the other half one year later.

Tommy Crawford, 32, of Rochester, is charged with criminal possession of a controlled substance 7th, criminal impersonation, unlicensed operation, aggravated unlicensed operation, and failure to stop at a stop sign. Crawford was arrested on Oct. 10 following a traffic stop at 1:09 a.m. on  Miller Avenue. He is accused of providing police with a false name. After Crawford was identified, officers determined he was the subject of multiple outstanding warrants issued by the City of Batavia along with several issued by other agencies. He was also allegedly in possession of crack cocaine. He was arraigned in City Court and bail was set at $100.

Devon A. Wright, 19, of Batavia, is charged with obstructing governmental administration and unlicensed operation  3rd. Wright was arrested on Oct. 9 for charges stemming from an incident on Sept. 29 on  Dellinger Avenue, Batavia. He is accused of fleeing from a vehicle and locking himself inside a residence following a traffic stop.  He was issued an appearance ticket.  For prior coverage of Wright,  click here.

Anthony Natrigo, 23, of Le Roy, is charged with DWI, driving with a BAC of .08 or greater, and no or inoperable tail lamps. Natrigo was stopped at 2:17 a.m., Oct. 9, on East Main Street by a Batavia police officer. He was processed at police headquarters and released on tickets.

Katherin A. O’Brien, 28, of Pavilion, is charged with felony  DWI. O'Brien was stopped by State Police in  Warsaw on  Saturday. She allegedly had a BAC of .17. She was arraigned in Town of Warsaw Court and released on her own recognizance.

Stephanee Mae Surabian, 33, of State Street Road,  Batavia,  is charged with grand larceny 3rd and five counts of offering a false instrument for filing. Surabain allegedly failed to report to  DSS that the father of her children was residing in her home or that he was earning wages while receiving benefits. Surabain allegedly received $7,919 in  SNAP benefits she was not entitled to receive. She was arraigned in Batavia Town  Court and released on her own recognizance.

Sarita Gajmerkami, 28, of  Chestnut Ridge,  is charged with DWI, driving with a BAC of .18  or greater, and failure to keep right. Gajmerkami was stopped at 7:26 p.m., Oct. 14, on  Route 33, Bergen, by Deputy Kenneth Quackenbush. She was processed at the Genesee County Jail and released on an appearance ticket.

Diana Marie Walworth, 33, of Town Pump  Circle, Spencerport, is charged with felony driving with a BAC of .18 or greater and driver view obstructed. Walworth was stopped at 5:29 a.m., Oct. 10, on  I-490 in  Le Roy by Deputy Trevor Sherwood. She was issued an appearance ticket.

Ed, a longtime resident of LeRoy, currently lives in Williamsville, NY with his wife, Karen. He’s a member of the LeRoy High School Class of 1976 and earned Bachelor’s and Master’s degrees in Education at nearby SUNY Brockport in 1980 and 1983, respectively.  Ed is now retired after 38 years at Eastman Kodak.

Ed started his long list of volunteering for the LeRoy Jr.-Sr. High School by doing Stats for the Varsity Football team, and started the Leroyfootball.com website.  Currently you can often see Ed at many sporting events of LeRoy Jr-Sr. High School photographing, from football, basketball, wrestling, softball, baseball, track, and cheerleading.  You can then find all those pictures on the “Le Roy Oatkan Knights Football” Facebook page (with some 850 members), the “Le Roy Oatkan Knights Basketball” Facebook page, and the “LeRoy N.Y. Then and Now” Facebook page (with some 6000 members), which he started and maintains.  Ed is also active with the LeRoy Sports Hall of Fame where he actively manages it website. 

Ed opened his a garage to athletes for off-season weight training, offering supervised lifting sessions 4 days a week.  He helped the athletes learn to stay on task, help one another, mature and give back to the LeRoy community. In seeing a need in the new weight room at school donated dumbbells, kettlebells, and standalone and safe modular equipment to the LeRoy Jr. Sr. High School to improve its weight room. 

Ed’s digital footprint is seen by thousands every time he posts positive stories, images, and videos of the high school students and community.

If you are wondering what Ed does in his spare time, he is very active working at the Machpelah Cemetery in LeRoy. He can be found March through November, cleaning the 25 acres of the cemetery, this involves leaf blowing, raking, pitchforking, weed-whacking, branch removal, and the subsequent dumping of this tremendous amount of debris. He has utilized family, friends, and high school athletes to help in these cleaning projects, teaching youngsters to show respect for the lost lives and to freely give back to the community. 

Ed is also a valued helper and supporter of the LeRoy Historical Society, busily scanning and shooting photos from the Society’s archives (LeRoy Gazette and LeRoy in 1940 collection) to create retro features to share with LeRoyans around the globe.

To honor Ed, the 52nd annual LeRoyan of the Year Award Dinner will be held on Saturday, October 23, 2021. Social hour is at 6:00 PM with dinner served at 6:45 PM, at the American Legion at 53 West Main St, LeRoy.

The Asbury Road Bridge, north of Harris Road in the Town of Le Roy will be closed beginning Monday 10/4/2021 for bridge repairs. This project is expected to take six weeks. During this time the road will not be passable to regular traffic or emergency vehicles.

The 8th annual GLOW Corporate Cup returned this year with 718 participants registering for the 8th annual 5K run and walk.  The race brought in $20,000 in support of the GLOW YMCA.  This money will provide support to the YMCA Scholarship program, ensuring that no one is turned away from the Y due to inability to pay.

In addition to the race, teams design their own T-Shirts and compete for the most creative design.  Each year the local Merrill Lynch office makes a $500 donation to the winning team’s charity of choice.  This year, US Gypsum won the contest and elected to direct the donation to Purple Pony Therapeutic Horsemanship based in Le Roy. Purple Pony provides equine opportunities to persons with disabilities and diverse needs.

Amanda Lynn Huber, 39, of Main Street, Batavia, is charged with petit larceny.  Huber is accused of switching price tags to make items appear to cost less at the time of purchase while at a store on Veteran's Memorial Drive, Batavia. She was issued an appearance ticket. 

Joshua Lanair Webster, 34, of West Main Street, Le Roy, is charged with harassment 2nd. Webster is accused of having physical contact with a victim during an incident reported at 12:51, Aug. 27, on East Main Street in the Town of Batavia. Webster was released on his own recognizance.

Kelly Grace McCoy, 27, of Cambell Street, Rochester, is charged with driving while impaired by drugs and failure to keep right. McCoy was stopped at 1:23 a.m., Sunday, in the area of 5236 Clinton Street Road, Batavia, by Deputy Kenneth Quackenbush. McCoy was processed at the Genesee County Jail and released on an appearance ticket.

William Cappiello, 62, of Batavia, was arrested on a warrant, arraigned in City Court, and released on his own recognizance. There was no information was released on the reason for the warrant. 

McKenzie N. O'Connell, 18, of Rochester, is charged with three counts of endangering the welfare of a child. O'Connell is accused of encouraging/exposing children between the ages of twelve and fifteen to engage in sexual behavior.  Her bail status was not released.

Winston A. Lockhart, 26, of Batavia, is charged with criminal contempt 2nd. Lockhart was allegedly found in the company of a protected party in violation of a stay-away order.  He was issued an appearance ticket and turned over to the Albion Police Department on a warrant.

Rachil J. Oliver, 49, of Le Roy, is charged with DWI,  driving with a BAC of .08 or greater, and failure to stop at a stop sign. Oliver was stopped by a Batavia police officer at 2:37 a.m., Sept. 12, on Otis Street in Batavia. She was released on an appearance ticket.

Marlena M. Burrus, 34, of Batavia, is charged with owning/harboring an unlicensed dog.  Burrus was arrested at her home in Batavia after allegedly being found with an unlicensed dog on Sept. 14. She was issued an appearance ticket.

It was all Le Roy under the lights at Hartwood Park on Friday night as the Oatkan Knights ran away with a 38-0 win.

Drew Strollo ran for 100 yards and a TD on 18 carries.  Brock Flint also scored a TD on eight carries for 74 yards.

John Panepento was 6-9 passing for 70 yards and TD.

One of two receptions by Adam Riswick was the Panepento TD lob. Risewick gained 50 yards and also had five punt returns for 128 yards including a 60-yard TD.

Tony Piazza had five tacks. Ty Strollo, four, and Jack Lathan two tackles and a fumble recovery for a TD.

The Knights are now 2-1 on the season and travel to Mynderse on Friday.

Dean M. Conboy, Sr., is indicted on two counts of attempted aggravated assault upon a police officer, two counts of menacing a police officer, attempted assault in the second degree, unlawful imprisonment in the first degree, two counts of criminal possession of a weapon in the fourth degree, resisting arrest, and menacing in the second degree.  On June 11, 2021, Conboy allegedly threatened police officers and intended to cause serious injury to police officers using a dangerous instrument. He also allegedly restained another person and exposed that person to the risk of serious physical injury. He allegedly possessed a knife during these incidents.

Andrew C. Aldrow is indicted on counts of felony DWI, refusal to submit to a breath test, consumption of alcoholic beverages in a motor vehicle, and moving from lane unsafely. Aldrow was stopped on Feb. 26 in  the Town of Le Roy.

Stephen L. Hegel is indicted on two counts of grand larceny in the third degree and one count of grand larceny in the fourth degree. On Oct. 8, in the City of Batavia, Hegel allegedly stole property with more than $3,000.  On Oct. 22,  he allegedly stole property with a value of more than $1,000. On Oct. 14, he allegedly stole property valued at more than $3,000.

Genesee County Highway Department began paving operations on North Road (CR #40) in the Town of Le Roy today.  Paving will initially begin on the aprons and intersection with Rt 19.  Mainline paving on North Road will restart on Monday, Sept. 13 and continue for the remainder of the week. Paving operations will be between Route 19 and the Monroe County line. North Road will be closed to thru traffic during this time for the safety of the highway crews. The road will remain accessible to local traffic, deliveries, school buses, and emergency vehicles.

Randy Dumbelton

Randy J. Dumbleton Jr., 38, of Rochester, is charged with felony attempted assault 1st, assault 2nd, criminal possession of a weapon 3rd, and obstructing governmental administration. Dumbleton is accused of being involved in an incident on Lake Street, Le Roy, on July 22. On that date, Le Roy police officers were dispatched to a reported stabbing. Upon arrival, police located a female victim who had been stabbed twice in the arm with a pointed weapon and suffered a glancing scrape in the abdominal area.  During the investigation, Dumbleton was identified as the alleged suspect and was located nearby and taken into custody after trying to hide in a nearby wooded area.  Dumbleton was arraigned in Le Roy Town Court and ordered held in lieu of bail. Dumbleton was also referred to the NYS Division of Parole for an alleged parole violation.

Antonio Santiago, Jr., 43, of Ferndale Crescent, Rochester, is charged with harassment 2nd. Santiago allegedly punched and pushed a companion while at Darien Lake Theme Park at 5:55 p.m., Aug. 24.  He was arraigned in Town of Pembroke Court and released.
