Make Western New York into a place that businesses want to come to to open shop. You attract the businesses and the people will follow. The people will flock to Western New York for good paying jobs. When there are more people with good jobs here in Western New York then those people will spend that money growing the economy.
As for how to make the business come here, I would say the government plays a major role in this process. Unfortunately it seems unlikely they will make much of an effort since they cannot even manage to create and pass a budget.
