Who is this dog?

This dog was spotted at Christmas in the City. Does anybody know who he belongs to?
There has been several reports of a lost dog recently, but this one doesn't match the description.

I believe the character is known as
Cliff-Doo
..the generic kid pleasing half-pipe pimp friend of winter/christmas
He's in the phone book ..he gained his freedom last year
